Settlement Negotiations

In September 1977, Britain and the United States unveiled their plan for a settlement in Rhodesia and the peaceful transition to majority rule. The Anglo-American proposal called for the surrender of power by the Ian Smith regime, transition to majority rule through the 1978 elections, the establishment of a United Nations peace keeping force and the creation of a Western economic development fund for the nation.
The settlement negotiations were held in Salisbury, Rhodesia between Prime Minister Ian Smith, Dr David Owen – Britain’s Foreign Secretary, and Andrew Young – America’s United Nations Ambassador.
Ian Smith criticised the proposal and questioned the United Nations involvement in the process of transition.
